The Villain in Film

In the world of films, Villains come in all shapes and sizes. But what really makes the best villain? I have a theory as to that and it goes like this - 
The best villain is not the one with the best scheme - it doesn't matter if he's trying to take over the world or stealing money.
The best villain is not the one with the most henchmen - it doesn't matter if he has one very strong henchman or a horde of mindless soldiers.
The best villain is not the one with the horrible background - it doesn't matter if he is a disgraced FBI agent or watched his parents die at a young age.
The best villain is not the one who looks the part - it doesn't matter if he has a cyborg arm, a big scar or even a goatee (devil beard).
The best villain is not the one with the weapons - it doesn't matter if he has nuclear war heads or a flesh eating disease.
The best villain is not the one who is insane - it doesn't matter if he has goggling mad eyes or a demented laugh.
 The Best Villain is the one who can not be reasoned with. He is the one who believes wholeheartedly in what he is doing, that everything he does is right and that the Heroes are mad for going against him. He is the one with no possibility of redemption and makes no attempts to excuse his actions. He not mad in the deranged sense, but rather fanatic in his cause. He is the villain who can never be stopped or turned from his ideas, has no understandable goal in sight and will continue in his action until he is thwarted or killed by the Hero.
Examples of such Villains are the Joker from The Dark knight (2008), Lord Naritsugu Matsudaira from 13 Assassins (2010) and Thulsa Doom from Conan the Barbarian (1982).
